On October 31, during a Senate meeting, the head of the MCRIA, Jaslan Madiyev, announced that they are currently in the process of opening a Telegram office in Astana.

“Today, we are working on establishing an office for Telegram, registering it at the Astana International Financial Centre, and the office will already be represented at Astana Hub. A specific individual has been appointed to oversee content moderation. If there are violations of our legislation, calls for violence, or messages related to drug trafficking, the company is currently addressing our requests promptly and assisting with the blocking and removal of those channels,” the minister explained.

Madiyev added that his agency has also established cooperation with Meta in the area of fraud control in messaging services.

“According to Meta, all countries are currently facing such issues. Thanks to their artificial intelligence technology, they have removed 1.2 billion accounts on WhatsApp without any user complaints. If you receive a suspicious message, they recommend clicking the ‘report user’ button, which allows them to access the last five messages in the conversation to analyze the content. If they determine that the complaint is valid, they will delete that account,” reported Minister Jaslan Madiyev.

Jaslan Madiyev mentioned earlier in mid-October that a Telegram office would be established in Kazakhstan but did not specify where the representation would be registered.
