The Akim of the Jetysu region, Beibit Isabaev, commented on the scandals involving officials from the region, reports correspondent of IA "NewTimes.kz".
Previously, the Akim of the Aksu rural district, Ilyas Raimkulov, was accused of breaking into the home of a subordinate at night and attempting to rape her. He was sentenced to one year of restricted freedom. Journalists expressed that this punishment was too lenient for such a crime. Beibit Isabaev refrained from commenting on the court's decision.
“The issue lies in the realm of ethics and discipline for civil servants; of course, this is unacceptable, it should not be like this. We dismissed him following the court's decision. It is shameful. The misconduct of our former colleague should serve as a lesson for other civil servants, including district and rural akims,” said Beibit Isabaev.
Following another scandal—the rape of a woman at the workplace by the head of the police in Taldykorgan, Marat Kushtaybaev—there were also dismissals.
“The city police chief was sentenced to a long term. Not only did we hold a meeting, but also as a result, the head of the regional police department was relieved of his duties, along with several of his deputies. We conducted a joint session with the police department and the Agency for Civil Service Affairs, as well as the akimat. We communicated this to every member of the personnel, the regional police department, and the city of Taldykorgan,” assured the akim.
However, this is not the last scandal in the region. Investigators in the Jetysu region detained a man suspected of committing lewd acts against a child. Media reports indicated that the first head of the Aksu district branch of the AMANAT party is a suspect in this case.
“As for Aksu, there was another unpleasant fact there. Because of this, we dismissed one of the deputy akims of the district, held a large open meeting, and imposed disciplinary sanctions on several other employees of the district akimat. Warnings were issued to the leadership, including my deputies who oversee these issues,” said Beibit Isabaev.
The former head of the Taldykorgan police, Marat Kushtaybaev, was sentenced to 11 years in prison for rape. As clarified in court, while serving as the head of the Taldykorgan police department, he committed the rape within the police department building, specifically in his office, meaning he engaged in sexual intercourse with the use of violence against the victim during the performance of his official duties.
